Position : HR Manager

Prepares employees for assignments by establishing and conducting orientation and training programs.

Maintains employee benefits programs and informs employees of benefits; recommends benefit programs to management.

Processes and monitors COBRA notifications and communications with third party administrators.

Oversees workers compensation claims and maintains required external and internal logs and reports.

Oversees FMLA notification and tracking of employees; serves as liaison with supervisors to ensure compliance with Agency policies related to FMLA regulations.

Maintains personnel charts in accordance with Agency policies and to ensure compliance with federal and state regulations; oversees archiving and purging of personnel records.

Oversees tracking of returned in-services; prepares reports for staffing department to identify employees who are missing required in-services.

Oversees preparation of surveys and reports related to personnel matters including, but not limited to, Affirmative Action Plan, EEO and VETS, and OSHA-required postings.

Conducts terminations of staff and collects all agency items from them.

Assists with processing of Employee Action Forms (EAFs) for new hires, staff changes, and terminations.

Oversees agency employee grievance program.

Writes offer letters to new employees as needed.

Writes and maintains personnel policies and procedures as well as employee handbooks.

Writes and maintains job descriptions.

Ensures federal tax forms are up-to-date and that I-9s are maintained according to federal regulations

Initiates pre-employment skills and personality testing for applicants.

Functions as EEO officer for Agency.

Conducts ongoing education to staff regarding HR rules/regulations.

Consults with HR consulting firm(s) as needed.

Maintains Agency organizational chart.

Maintains professional and technical knowledge by attending workshops, reviewing professional publications, establishing personal networks, and participating in professional societies.

Accesses and retrieves personnel documents requested by internal or external sources.

Supervises employees assigned to file H/R records and to archive and purge personnel charts upon termination.
